I misunderstood the "punishes him over 10 minutes" to mean he is in the act of punishing him for 10 minutes straight. Regardless, hitting a dog is inappropriate and on a routine basis such as you describe is absolutely abuse that needs to be reported. I think you might be hung up on... Or...
