As far as I know Illinois has a statewide law banning BSL. However, that doesn't stop homerule cities from doing their own thing. Sorry if this seems obvious, but have you tried canned pumpkin yet? Clearly you want to rule out any medical cause for the issue, but canned pumpkin is a pretty cheap, yummy, and healthy way to increase fiber and firm things up.

I go for the marrow bones that still have a bit of meat on the outside (my grocery store sells them as "soup bones"). Moira likes to chew off the meat and work out the marrow, but she won't chew or swallow any of the actual bone.

Would she stay in a wagon? You could make it cozy with blankets and pillows. Only reason I ask is big dog strollers can approach $200, whereas you can score a pretty nice wagon for $50 or less.
