It's similar to the flehmen response in cats and other animals - it's a way of scenting usually when something smells good or exciting - it forces the air into the sensory organs more efficiently.

They sell lots of things. I prefer the zip line kind myself, and that's what I use for Oscar. A rope (I use the metal cord coated in plastic) is tied about six feet off the ground between two trees, and another rope is fixed to that so it can slide easily back and forth along its length. And I see they've just come out with a fish version, which is nice, too. Of course, they don't specify kibble size for that, but it's a nice change since Oz can't do the red meat, so fish gives him a little more variety than just poultry.
