First make sure pup is getting enough exercise, and has enough time with you in general. If that's the case, continue with the kong that you've been doing. Time away from you should include things that will keep pup's mind active - kongs, or other toys that he has to manipulate to get food out will ...

Alpha roll, biting and growling at the dog, and similar methods have been proven time and time again to be outdated and mostly ineffective. In short, the dogs that will let you do it without fighting/biting/killing you don't "need" it, and the dogs that "need" it won't let you do...

I think it probably tickles to a degree, because it's not the same spot on every dog (just like not every person is ticklish in the same place)

It's just a matter of distractions - outside has more going on and is more interesting than the ball to her. Inside is calmer and has less new things, so the ball is still fun.
