Some vets are still giving the distemper combo between the shoulder blades. I'd ask if she had any injections there before bringing her in. If so try doing a warm compress a few times a day for a day or two and see if that helps.

Wow, how much do you trust this vet? Can you ask for a referral to an orthopedic specialist for an opinion before the surgery? If it were my dog I'd get a second opinion, especially since this sounds like it may not be your regular vet?

Try contacting this aussie rescue http://www.aussierescue.org They courtesy posted dogs for me in the past that were in the shelter so maybe they could help.
