OMG! I had no idea that trainers used drowning as a training method. How is that teaching the dog anything?

I think that positive training is the best option for fear aggressive dogs.

AM: Diamond Naturals Lamb and Rice Adult dog food

Dachshunds: 1/2-1 cup a day(River and Gracie are standard size dachshunds so they get 1 cup)
Chops: about 1 cup a day
Mya: 2 cups a day
Tank: 1 and half cups a day

Noon: One fish oil capsule each

When Mya tries to stalk other dogs and is pulling on the leash, I stop, get her attention and make her sit. If she tries to it again, I do the same thing over again.

Outside on a leash, Mya wants to stalk other dogs but, on a leash in the house or when she off leash in the backyard or in house, she is fine.
