For a puppy, I like harnesses, ideally a front clip. Eventually they can graduate to a flat collar if you like. I think she could be helped by some classical conditioning to change her emotions associated with other larger dogs. This can be very effective in changing emotions but I think you should look for a professional to help you. Where do you live? In the meantime I would avoid doing the "let's see ...
