Are either/both of the dogs spayed? Estrus (heat) cycles will play a big part in same sex aggression, especially if one or both are in pre-estrus or in estrus.

Use a moisturizing shampoo made for dogs, an oatmeal formula is usually best. Make sure to rinse well, and rinse with luke-cool water so you don't dry out the skin. Write it from a dog's point of view and call it "(Liberty's) Behavior Barks". Make them cute, story type articles that are light-hearted. The dog author can talk about cat stuff too.

With both dogs being seniors, rule out medical first. Have a full blood panel (incl thyroid) done on both and some basic hip and elbow x-rays. People love when dogs carry things (shopping bag with a few items in it comes to mind).

A "crawl" is always cute. If he is a barker, volume control (quiet, loud, louder) is cute, fun, and handy.

I would seriously consider an appointment with a neurologist and an MRI.

Also, see if there is a behaviorist with a veterinary background (vet/tech) in your area.
