My uncles dog suffers from this, the vet said it was allergies to food so he switch to a fish based kibble and it looks like its getting better. She got 3 medicines and it cure it in the first week completely, it just recently came back because they fed her chicken and it looks identical to your dog...

When you say "fostering" you fostering from a legit shelter/rescue?
Anyways like all new members let us know more about yourself.
I'm pretty sure we have a lot of fosters on this site that could give some advice.

It gave my dog diarrhea :( it was her first kibble food for one whole year.
I switch to Pedigree she did fine, but now I'm on Natural Balance Fish based and she is doing great :yipee:

It could be Hives, very common thing do to allergies most likely. I would see what gives the allergic reaction if possible, it's nothing serious but if you keep feeding her or keeping her in the environment that the dog is allergic to can become serious and will need a vet to intervene. I switch to Natural Balance Sweet potato and Fish, around 11 bucks for a small bag.
I usually feed meat mix with kibbles so I don't need a large bag of kibbles.

My dog doesn't fetch, well I just gave up on trying to make her fetch.
I take her on runs around my park she gets tired after the first lap and with more 4 to go this is a real problem.
Sometimes I feel like leaving her at home but she needs her exercise lazy pitty xD
I wouldn't worry too much.
