Ugh happy tail sucks. Amputation is never something that should be taken lightly but it sounds like you're weighing the pros and cons. Bloody stool would warrant a trip to the vet with my dog. Speaking from someone who has dealt with both HGE (haemorrhagic gastroenteritis) and pancreatitis in my old dog, it's not something I would try and treat at home personally.

Only licking that one spot? Personally I would clear out medical first, get a checkup and possibly xray done of the area. This.
