Rompum is xylazine which is not used much anymore in dogs and cats. Hopefully MissKiwi will chime in but it tends to have nasty side effects in small animals (dog, cat) from what I understand.
Yohimbine is just the reversal of xylazine to make them wake up when the procedure is done.

I think if I were you I would ask the second vet for a referral to an oncologist. Or some places you can just go yourself without a referral. If there is a vet school or a specialty hospital near you, they should have an oncologist. They would be the best person to talk you through all your options ...

You definitely need to see a vet. Eye problems are never something to wait around with. Treating with the wrong ointment can really mess up the eyes too. Your vet can stain the eye to look for corneal ulcers and prescribe an appropriate medication.

They may have used glue instead of stitches on the dog, and then the dog messed with the incision and pulled it open. Either way put an e-collar on him or he will make it much worse.

has he had a fecal test run yet? even if he's been dewormed some worms don't get killed by standard dewormers or may require multiple doses.

You probably will need multiple doses a few weeks apart. The medication won't be that expensive from the vet; I think you should get it from the vet to be sure it actually works.

Google "dog body condition score chart" and you should be able to get a set of pictures showing dogs that are too thin, too fat, and at healthy weights. What they say in vet school is that you should be able to easily feel ribs but not see them, and that you should not see spine but should...

My dog has similarly intractable allergies and he has done really well on Temaril-P (contains a steroid). He only has to take it every 3 days now. His vet thinks at this dose it is actually less harmful to him than Atopica would be.

From what I learned in Nutrition class, dogs have a very limited ability to use plant based fatty acids like flax seed oil. They don't have the right enzymes to convert plant based fatty acids into the ones that they can use. They need EPA which is what is in fish oil. If you're giving oils you also...

The vet at school that specializes in endoscopy said do NOT give them cow hooves and that they are a common cause of blockage. Since she pulls foreign bodies out of stomachs all day I listened to her :D
