Welcome! The shadow chasing could be an OCD problem called Canine Stereotypy. If you google it, there is a ton of info. Do you use laser lights to play with him?
For the leash pulling, what methods have you used to teach him to walk on the leash?

True, but I would never trust her loose with another dog again. To me, it doesn't sound like the OP is asking for that. It sounds like he wants to be be able to walk his dog like a normal person and have the dog behave. A reasonable thing to want. I don't give a crap how DA a dog is, it can be taug...

Says that the traditional surgery does not rely on the suture after the healing period and that scar tissue is what is holding her knee together at this point. You absolutely can work on the desensitization yourself, since you will be working well below his threshold, where he is calm.
For now, you need to control his access to that dog and the fence line. I personally have used hot wire (above ground) with good results, as it keeps the other dog out too.

She sounds like a smart, high energy girl. I would look into doing something competitive with her. Agility, dock diving, Rally. All good outlets for that energy and something that will work her mind as well.
