It can soak in there, but soak the floor with the enzyme stuff and hopefully it will take care of the smell. Good luck!

NILIF is a great idea. I would start that right away. Yes, they still can hump things and expose that embarrassing red projectile after they've been neutered. It happens when they're excited, usually. Sorry to break the bad news to you.
