I also recommend that you find a trainer in your area and work with them directly. Don't be afraid to try different techniques. All dogs are different, so techniques aren't all equally effective on every single dog. Try a technique for a couple of weeks, and if you make no progress, try another tech...

If the dog is nervous and acting that way, changing directions reinforces that behavior (i.e., we got to move away!) and communicates to the dog the other dog is something to be avoided. And I would prioritize socialization over parvo concerns, at least within reason. Would not take a pup to a dog park (well, I wouldn't take any bull breed to a dog park, but for a pup, not even if there were no other dog in there), a pet store (at least, not on floor, carried is okay), or anywhere ...
