Any reason you don't want to use a bike? You can pick up a nice one at the pawn shop for $80 or less.

I actually have a little kid's scooter that I got off of Craigslist. It's not awesome for trails or anything but it does the job along the road.
It looks mostly like this one:

I personally like it compared to a bike because it's easier to control, especially in the case of emergencies, ie loose dogs, cats or deer. Shorter distance to fall
