Damage to Foster Homes

As someone who isn't currently directly involved with rescue, but has done fostering, I would think that a shelter/rescue/what-have-you wouldn't be responsible for damages. People who offer to foster dogs should know that some risks come with it and the best thing the rescue/shelter could do is prepare the foster family for what could happen, but paying for it is ridiculous.
