Normal skin infection for a dog with seasonal allergies or even a dog with sensitive skin who went for a walk in tall abrasive grass. Dog needs to see a vet... its only a cruelty issue if the owner knew about it and refused medical care for the dog. Its not unusual for a rash like this to go completely un-noticed by the owner for a period of time...
Awwwww,,,,poor baby......Bella had this last spring (Yes Misskiwi,,,she was "flyin through some tall grass/weeds" on one of our runs through the woods),,,,the Vet said allergy with an infection to boot,,,and treated her for a staff infection along with some benadryl (it settled the rash,,,but she did have a skin infection wich took some time to go away).
