I have seen a lot of people on here have success with neem oil. I'm going to be getting some to try and help Cherry's bald patches from licking her thighs grow back.

Personally, and that is purely my opinion, I think NuStock is garbage. I went through two full jars with one of my dogs, applied religiously and it didn't do anything besides making a huge mess and it didn't grow a single hair back on the dog.
Neem oil is way more versatile and a whole lot healthier and safer to use. It grew hair back on a bald patch the size of a hand.
It also depends if this is scar tissue or just a bald spot from hair loss. If the scar tissue is very deep chances are that no hair will grow back at all since the tissue was destroyed. If the scar tissue is superficial hair will grow back but it might take a while.
