concerned ... Possible tumor ? Pics

Just noticed this on the front neck area of my pooch. Seems like a water filled sac , about half the size of a corn kernel



This one I've noticed for a few years and has stayed the same size . It's the same water filled sac like her new one on neck but this one is smaller.

Could this be a serious tumor or just some sort of skin allergy thing ? Any help is appreciated

I'd like to add that both of these things are outside her skin , nothing feels/looks different under them. Most pics of tumors ive seen on the web seem to start under the skin and come outwards

The 2nd photo looks like a skin tag, and given that it's been there a few years and hasn't changed, I wouldn't worry about it. The first one would concern me, and I'd have that checked by a vet.
