How to get puppies to sleep?

My foster puppies who are 12-13 weeks old have taken to playing at about 10-12 pm and the lady who lives next to us is complaining about the noise. I really need to find a way to get them to stay quite at night. Covering their crate helps some but not always. Does anyone have any ideas for me to try?

are you making sure to keep them on a schedule? feeding at x time, then out to pee, then play time for x period of time, then downtime, them pee again, then bedtime and lights out, no exciting interaction for the rest of the night? i have raised a bunch of pups, and they do settle into routines, but you have to stick with it and be super consistent. my older dogs that i have raised from puppyhood often keep the same patterns from puppyhood, even ...
