They seem to be the animal control division for Cecil County (I'm not sure if you're clear, but in case your subject line wasn't clear to others, they are NOT related to the MD SPCA) and handle all animal codes and enforcement for that county. Their website doesn't state if they are open admissions or not, but I can't imagine they are since they say they don't euthanize "adoptable" animals.... It's tough to tell, though.
