Charlie is in Arkansas

Charlie
This is Charlie, a pit bull in need of a rescue. He was taken from his home Friday. The owner has not been there in over a week. The brother-in-law says he " fed him a little yesterday," but other than that Charlie has not eaten in over a week.
A chain was wrapped around his neck and then tied to a tree. He has no dog house, so he has laid out in the rain and cold with no food for God knows how long, only drinking when it rained.
I would love to file charges against this person but in order to do that Charlie has to be alive. We have nowhere to keep Charlie. If anyone can take him, I will get him to a vet and prepare a case to file charges. Please let me know by Sunday night. Believe it or not this picture makes Charlie "look good"
