I just got a phone call (at the shelter where I work) asking me to provide the phone number o the breeder that provided a dog to the person who then surrendered the dog to the shelter, because the woman who adopted the dog, left it in the basement where it ate bleach and died, would like to buy another just like it.

My guess is it was one of those incredibly rare irresponsible breeders, and they maybe didn't have a return clause.

It's a program used for handling feral cats without having to euthanize them - just make it so they can't make more, but otherwise let them go about their way.
