Pi's OFA X-rays

What does one look for in elbows? I only have experience with hip x-rays....

I'm no good at elbows. The vet thought they were okay, now it's up to the OFA.

How does the scale break down? What is the ranking of each option? I'm assuming that 'normal' is a better score than 'fair' but again I really don't know.

No, they are different rankings. Elbows are either normal or dysplastic (dysplastic would have different grades). Hips have more than one ranking for normal, so they can be Excellent, Good, Fair (all of those are normal ratings), Borderline (they aren't sure), Mild, Moderate, or Severe (all of those are dysplastic ratings).
