he did however bite someone in the past. he had been at the shelter because he had to be quarentined. ... he also isnt neutered, but he will be before he is adopted out.
your shelter will adopt out dogs with known bite histories (?!?) Not that you don't raise great points about what circumstances led to the bite and what he might need to be an acceptable canine member of society... it's just that I can't see ANY shelter or rescue adopting out a dog with known bite history.
Rescue and shelter management truly translates to resource management... if that shelter has so many resources that they are going to "rehabilitate him" perhaps I could send you some CA dogs without bite histories that are going to die...
